Last Stand proposes that a strike be given to the TGN Chronicle Tampa:Dark Eclipse for violation of Bylaw 6, regarding experience. We believe that the Storytellers of Dark Eclipse have violated this bylaw, in regards to the character Victor "Hell Hound" Dragomir. We believe the player was allowed to bank approximately 150 XP over a couple of years and allowed to put all of those points onto the character he created in December 2009. These experience points were put into a file with no character information, only the player's name and we do not believe that constitutes "character creation" according to Bylaw 6. The lack of a created character was verified with the player and discussed with the DE staff. The lack of character was further confirmed in the extent that it was not mentioned during the player's application to the Shadowlord TM position in 2009. For these reasons we believe that Tampa: Dark Ecplise should receive an organizational strike.

The proposal for the Tampa chronicle's first strike largely relates to the events surrounding their event game and a history of related events. The organization was lied to surrounding the involvement of Malfeus in the event game plot, a proposal which did not pass when it was voted on, but was run anyway. In addition, at the event game, staff members of the Dark Eclipse chronicle insisted that the only solution lie in going into Malfeus, which was clearly not the case as explained to the organization.

In a previous event game run by Tampa, a Tampa storyteller tried to run a plot in which he replaced the Black Furies tribal totem of Pegasus with the Gorgons. It was NOT approved, and the EXO at the time was forced to call an emergency ST meeting mid-Event game to demand the storyteller fix it and alter the plot. How many times should the organization HAVE to deal with similar issues? This is not the first time a situation like this has occurred, nor is it the first time any of them have been brought up. This is NOT a situation where we are asking to strike a chronicle for having run one single bad game. This is a chronic history of irresponsibility. 

Also a separate incident occurred involving the adjudication of a challenge in favor of an ST's signature npc, citing the reasoning as it being national plot, though there was in fact no national plot supporting the st's decision in this manner.

In addition to the event game, the number of places of power (Caerns/Nodes/Freeholds/etc) that the chronicle uses are excessive and stray too far from genre. The mention and proliferation of mage/technocracy from Tampa over the course of the weekend reflects back to long standing issue the organization has had with the use of the mages in a garou game. 

Also, the organization seeks clarification on the game's status. Is Dark Eclipse still two games under one charter? If so, there is clearly no shortage of games the storyteller's can participate in.

In short, this event game must be the end to an abusive cycle. The Tampa: Dark Eclipse chronicle cannot continue to do as they wish in regards to straying from genre nor can they continue to do as they want without considering the consequences to our shared universe. As EXO, it saddens me that the organization is unable to resolve it's issues with the Tampa chronicle by other means but perhaps with civility and respect we can work through our differences and resolve this peaceably.
