List policy:
The TGN lists will have the following policy in regards to harassing, offensive, or vulgar behavior (as defined by the list moderator).<br>The first occurrence of such behavior will be given a public warning on the list on which it occurred, this is given as a “benefit of the doubt” warning to have the behavior corrected voluntarily by the offender.

The second occurrence of such behavior will be also be given a public warning on the list on which it occurred, to be followed by the offender being put on moderated posting for a period of one month. This means that the list moderator will read all posts by the offender before they are posted publicly. If the behavior continues, the list moderator has full rights to refuse the public posting of the posts as well as move onto a third level occurrence.

If, after the moderation period expires, the behavior continues, the offender will be removed from the list on which the offences occurred for a period of three months, or longer as determined by the list moderator.

Organizational level Discipline
Most disciplinary procedures should be handled on a chronicle level; however there are instances where it is necessary to discipline someone on an organizational level.

If someone is accused of violating one of the posted bylaws or subsections of the organization, the EXO will appoint one member of the executive staff to act as an impartial investigator to the alleged offense; this person should not be a member of the chronicle in which the alleged offense occurred. The accused will be given the same opportunity to appoint one member of the executive staff to act as an impartial investigator to the accusation; this person should not be a member of the chronicle in which the alleged offense occurred.

There will be a period of one month for both investigators to determine the validity of the accusations. If the accusations are proven to be true, the Board will discuss and vote upon the appropriate punishment. If the accusations are against a Chronicle, the punishment could be as little as losing their Board voting privileges for a period of three to six months, to being placed pack on Probation, to being removed from the organization. If the accusations are against an individual, they can be unable to hold any Executive level office, be restricted from traveling to specific chronicles, having their character removed from play, or be suspended from all game play in the org, up to and including a complete ban from the organization.

We have a Player who has requested that her Large PC be retired. She has also requested that she be allow to portray that Large PC's cub Ward as her New PC. She has been switching off portraying this ward as an NPC for close to 3 years (although it is still base points) She is a responsible Roleplayer and former Storyteller in the Dark Eclipse Chronicle. Her Large PC became one with the Kami and is now an ST Controlled NPC. As is our right, I would like to allow her + 25 points for her Large PC Rollover to be added to the base point Cub that served as her Ward. She does NOT wish to portray this character for any negative reason such as revenge. She simply has fun portraying this young character and wishes to continue as a PC.

The La Crosse chronicle has been on hiatus for over 18 months, as per the discussion held at the 2007 Twin Cities Wyalusing event a vote should be take to remove a dead chronicle from the org. If the decision is to remove the chronicle from the organisation, all players in the chronicle will be given two months from the vote closing date to transfer their characters to an active chronicle in the organization.

All non-election discussions and proposals ending in a Board vote must be initiated by a voting Board Member Storyteller. It is encouraged that proposals, when appropriate, are first posted in Working Rough Draft form for discussion on the ST List prior to submission to the Board List.



At minimum, the Board must adhere to the following procedure:


1. A voting, Appointed Storyteller from a chronicle must post to the Board List the proposal, written as clearly and succinctly as they are able. The subject line must read, "Proposal: (Name of Proposal), Discussion Draft." The body of the post should include a short explanation of the proposal's intent, followed by the proposal itself. 
2. The proposal must then be "Seconded" for it to be considered. This may be done by a different chronicle's voting Appointed Storyteller, or by the EXO, so long as it was not proposed by a chronicle at which the EXO is on the ST staff.


3. The proposal will be open for discussion on the Board List for one week's time.

4. At the end of that week, the proposing chronicle has the responsibility to make changes to the proposal based on feedback received. They may do so, and repost the final draft of the proposal in a reasonable amount of time, which would then procede to the polls for voting with no further required discussion period. If no feedback is given, or if the proposing chronicle refuses the opportunity to make alterations, it then procedes to the polls for voting.


5. The EXO will create a single poll for each proposal, sighting the original proposal's message number on the Board List if space does not allow for the entire proposal text to be posted in the poll. The EXO will create four choices: "Pass," "Fail," "Abstain,"and "Player Rep." The "Player Rep" choice is to allow Player Reps on the Board list to view how their STs are voting (YahooGroups currently does not support allowing vote results to be visable until the poll closes or the viewer has voted). Only if the original proposal contained appropriate, alternate choices, may other options be used.


6. The voting poll will be open for one week, after which time the EXO will close the vote, and announce the final decision.



All votes done by the board need a 51 % majority of total chronicles in the org to pass, except changes to the Core 10 Bylaws and Legend Rank approvals, which need a two-thirds majority of total chronicles in the org to pass. In the event of a tie, the EXO makes the final decision from the tied options.

Admin Policy Change: Rite of Renunciation Write-Up

Garou seldom feel the need for this rite, but it's very important on the occasions when it matters at all. With this rite, a Garou gives up her auspice and joins another. It must be performed during the phase of the moon she wants to adopt. The usual form of this rite calls for pouring water from a silver basin exposed to moonlight over the supplicant, symbolically washing away the old life. The Rite of Renunciation allows the Garou to give up her current auspice and station to claim another. She must adopt a new name, and give up all but three permanent Renown Traits, thereby starting over at Rank 1; Any and all traits and tempers that are above Rank 1 trait maximums are removed from the character's sheet, with experience point refunds at the Storytellers' discretion. She doesn't lose the Gifts she knows, but cannot learn any more from the list for the old auspice; At the end of the Rite of Renunciation she may ask a spirit to teach her the first Gift suitable to her new Auspice.

Renunciation is sometimes assigned as punishment for crimes that don't quite warrant death. It's also sometimes a way of coping with grief, when a Garou wishes to continue living but can't deal with a series of horrible losses and feels a new identity would help isolate the old pain. Sometimes an internal sense of failure motivates the flight to a new identity. Sometimes the Garou simply realizes that what she does best isn't what her auspice does best. As far as the Garou Nation is concerned, She has been given a second chance. Other garou, with the exception of pack mates (although they must still use her new name), should treat her as a new person, having met her for the first time.

While it is acceptable for the Garou to acknowledge who she was, it is not acceptable to claim the deeds from the previous life, including those concerning human society. This ritual is intended to be a way to rise above past failures, and should not be undertaken lightly. It is not a "get out of jail free" card, and to use it as such is scandalous and opens the Garou to being punished as such, and sometimes earns punishment for the original crime. TGN characters who have undergone this ritual should have it noted, along with the previous identity's name and auspice, in the "Notes" section of their character sheet. Also, TGN does not use the following statement from the table top core rulebook on page 185: "Only when a Garou again attains her previous rank may she reestablish old friendships."

Bylaw 8 - Revenge and Singularity No player may portray a character who begins play with knowledge of their previous character, or who is seeking retribution for any reason against those responsible for his previous character's demise. In addition, no character in TGN may be a duplicate of another character being played in any other currently running LARP. Finally, players may only have one active character per chronicle, with the exception of chronicles hosting separate games under a single charter, such as a member chronicle fostering relations with a satellite chronicle. In these instances, players are limited to a single active character per game operating under the charter in question.

Tribal Moderators (TM) are elected positions that oversee their assigned Tribe and its overall genre. There is one for each of the 12 Tribes, and a Rare TM who oversees Fera, Stargazers and everything else. TM's are responsible for keeping the history of their Tribe, representing Tribal NPC's on listserves and in person at chronicles' requests, managing Unique characters belonging to their Tribe, moderating their Tribe's listserve, maintaining the "feel" of their Tribe both on listserves and through helping Storytellers, running appropriate tribal rites and traditions, and reporting their Tribe's status to the Board on a regular basis. They are also responsible for maintaining their Tribe’s camps, and PC’s admission into them. TM’s may also run limited plots within their tribe, and run scenes for players or ST’s who have requested their help. The TM is the final word on that tribe’s overall genre (not to be confused with local feel, which remains the chronicle’s ST’s responsibility). TM’s have authority over ST’s to address when they feel a chronicle is straying too far from his Tribe’s established genre, and will work with those ST’s to reconcile the issue. TM’s will have a small collection of NPC's at their disposal for representing their Tribe on lists, which may be loaned to chronicles for temporary use. The majority of these NPC's should remain consistent from year to year. Tribal Moderators may not play a PC that belongs to the grouping they oversee in any chronicle

The Stargazer tribe has been allowed to return to the Garou Nation, having sworn fealty to the Silver Fang King of the Nation Jonas Albrecht. Stargazer characters are still considered to be Rare. It is recommended that chronicles require new Stargazer PC's to take the following Flaw at character creation: Probationary Nation Member (2 points): Until proving his worth to his local sept alpha, the Stargazer is two traits down on all Social challenges with other Garou belonging to the Garou Nation. This does not apply against other Stargazers. Upon proving their worth to their local sept alpha, per the declaration made at the Concolation, the player may buy off the Flaw. Each chronical may have a single stargazer without the approval proccess of bylaw 9. Any further goes by the normal rule restrictions.

UPDATE: They've been on hiatus since the end of November. Brian spoke with that game's HST, who told him that she ended the game several months ago, and did not know how to let the org know. The game is not on hiatus. It doesn't exist anymore. So, there's nothing to leave on hiatus.

The proposal for the Tampa chronicle's first strike largely relates to the events surrounding their event game and a history of related events. The organization was lied to surrounding the involvement of Malfeus in the event game plot, a proposal which did not pass when it was voted on, but was run anyway. In addition, at the event game, staff members of the Dark Eclipse chronicle insisted that the only solution lie in going into Malfeus, which was clearly not the case as explained to the organization.

In a previous event game run by Tampa, a Tampa storyteller tried to run a plot in which he replaced the Black Furies tribal totem of Pegasus with the Gorgons. It was NOT approved, and the EXO at the time was forced to call an emergency ST meeting mid-Event game to demand the storyteller fix it and alter the plot. How many times should the organization HAVE to deal with similar issues? This is not the first time a situation like this has occurred, nor is it the first time any of them have been brought up. This is NOT a situation where we are asking to strike a chronicle for having run one single bad game. This is a chronic history of irresponsibility. 

Also a separate incident occurred involving the adjudication of a challenge in favor of an ST's signature npc, citing the reasoning as it being national plot, though there was in fact no national plot supporting the st's decision in this manner.

In addition to the event game, the number of places of power (Caerns/Nodes/Freeholds/etc) that the chronicle uses are excessive and stray too far from genre. The mention and proliferation of mage/technocracy from Tampa over the course of the weekend reflects back to long standing issue the organization has had with the use of the mages in a garou game. 

Also, the organization seeks clarification on the game's status. Is Dark Eclipse still two games under one charter? If so, there is clearly no shortage of games the storyteller's can participate in.

In short, this event game must be the end to an abusive cycle. The Tampa: Dark Eclipse chronicle cannot continue to do as they wish in regards to straying from genre nor can they continue to do as they want without considering the consequences to our shared universe. As EXO, it saddens me that the organization is unable to resolve it's issues with the Tampa chronicle by other means but perhaps with civility and respect we can work through our differences and resolve this peaceably.

1st Strike: All disciplinary strikes require one week discussion followed by a majority vote of the TGN Board. Each alleged infraction being cited will recieve its own, individual vote. If any infraction point passes, the final strike issued will list all infractions wich passed their vote as the reasons for the single strike. If zero infractions pass, no strike is incurred. The 1st Strike issued to a chronicle gives the offending chronicle 6 games to correct the infraction to the acceptance of the Board. If the matter is resolved in that time, the chronicle simply maintains this strike for a duration of 6 months, beginning that chronicle's first game following the issue's resolution. The strike is automatically removed after the 6 months if there are no other problems with the chronicle during that period. If the offense is not resolved in 6 games, or another issue arises during the 6 month period, the EXO or another member of the Board may propose a second strike.

Bylaw 9 Change - Exceptionally rare PC's, such as Mummies, Abominations, non-Garou Changing Breeds (Nuwisha, Bastet, Corax, etc.), characters with abnormal supernatural powers (such as Numina, Disciplines or things from non-Garou sources) and any Garou not belonging to one of the 12 Tribes of the west, must be announced with a complete character sheet on the Storyteller listserve for discussion two weeks prior to their first appearance in any chronicle. If at the end of the discussion there are no objections, it is free to enter play at the home chronicle's discretion. If there are any objections, the character will be placed up for a vote of approval. NPC's that are Unique, that are rare in the context of the geographic location in which they appear, or are generally accepted as unusual by the ST's of the org as a whole, must also follow this procedure. In addition, the three Lost Tribes are considered extinct. There are no living Bunyip, Croatan, or White Howlers. No more than 10 percent of a chronicle's average attendance for the previous two months' games should be rare creatures. Unique characters, such as named NPC's from White Wolf material, are managed by the appropriate Tribal Moderator.

This proposal is the determined resolution regarding the question of the NPC of Dark Eclipse known as Eternal Storm. It has been brought forth by the storytellers of TGN that this NPC may be in violation of any of a number of bylaws of our Org any one of which would make this character ineligible for play within TGN. The specific bylaws being addressed with this proposal are: Bylaw 8: Revenge and Singularity - In that the character was in play in multiple differing organizations which violates this bylaw. Bylaw 7: Resurrection - In that the character was dead and brought back to life without resurrection vote or is currently dead and needs resurrection vote in order to return to play. This vote is settle this matter by a majority vote of the Storytellers of TGN in order to bring resolution to the issue.

Last Stand proposes that a strike be given to the TGN Chronicle Tampa:Dark Eclipse for violation of Bylaw 6, regarding experience. We believe that the Storytellers of Dark Eclipse have violated this bylaw, in regards to the character Victor "Hell Hound" Dragomir. We believe the player was allowed to bank approximately 150 XP over a couple of years and allowed to put all of those points onto the character he created in December 2009. These experience points were put into a file with no character information, only the player's name and we do not believe that constitutes "character creation" according to Bylaw 6. The lack of a created character was verified with the player and discussed with the DE staff. The lack of character was further confirmed in the extent that it was not mentioned during the player's application to the Shadowlord TM position in 2009. For these reasons we believe that Tampa: Dark Ecplise should receive an organizational strike.

Bylaw 6 Change

Bylaw 6 - Experience Only fully approved characters with completed sheets may earn XP. In order to ensure that all characters advance at similar rates, no character may earn more than eight Experience points (XP) of any type per month. Storytellers may award XP for any reason, but the points must be approved in the chronicle the character they are being placed upon is based. XP must remain on the character it was initially assigned to, and may not be shuffled from character to character for any reason. In the event a character dies, retires, or is otherwise rendered unplayable through any means, that character's unspent XP may be rolled over onto the player's next new character at the discretion of the administrating Storytellers for both characters. Storytellers may also award extra XP at character creation for any reason. The total amount of XP granted at character creation, including rollover and Storyteller discretionary awards, may not exceed 25. Note that these are not Character Creation points, they are Experience points.

Travis Gibb: It is the Opinion of Madison 10 Mile island and several of it's players that Travis Gibb has failed to carry out the duties of the office of Shadowlord TM. We feel that among his infractions are: Breaking established genre (Thrones), Poor understanding and implementation of tribal procedures and NPCs (the issues with the Grand Master), an Unwillingness to work with org Storytellers (again the GM issue), and a fundamental difficulty communicating with games and players. We would like to call for his removal from the position of Shadowlord TM, and the appointment of a new TM to handle the tribe and correct his mistakes.

Loosen Stargazer R&U Restrictions: Create another level of R&U and change the rarity rating for some types of PC's. Proposed by Kenosha, seconded by Madison We suggest creating a separate level of R&U, called Uncommon. Uncommon creatures would be Corax, Stargazers and Red Talons. This means one additional Uncommon TM to run them (but that is beneficial to all three, as they currently get lost by sharing TMs with all the other fera or with the Purelanders). Uncommon characters would still be required to submit a completed sheet to the ST list, have a two week discussion for objections, go to vote if objected - just like R&U creatures. However, once approved for play, the first one of each of these three creature types in play do not count against a chronicle's 10% allowance. If a game wanted a second Stargazer, that second character would count towards the 10%. So, for example, a game could have one Stargazer and one Red Talon, and still have 0% R&U. We would have to agree to grandfather in existing PCs as Uncommon, as I know there are chronicles with several Red Talons.

Bylaw Revision Prop: BYLAW 9: Rare Creatures Exceptionally rare PC's, such as Mummies, Abominations, non-Garou Changing Breeds (Nuwisha, Bastet, Corax, etc.), characters with abnormal supernatural powers (such as Numina, Disciplines or things from non-Garou sources) and any Garou not belonging to one of the 12 Tribes of the west, must be announced on the Storyteller listserve for discussion two weeks prior to their first appearance in any chronicle. This announcement requires a complete character sheet and must include a statement of opinion on the character and creature-type received from the R&U TM. If at the end of the discussion there are no objections, it is free to enter play at the home chronicle's discretion. If there are any objections, the character will be placed up for a vote of approval. NPC's that are Unique, that are rare in the context of the chronicle in which they appear, or are generally accepted as unusual by the ST's of the org as a whole, must also follow this procedure. In addition, the three Lost Tribes are considered extinct. There are no living Bunyip, Croatan, or White Howlers. No more than 10 percent of a chronicle's average attendance for the previous two months' games should be rare creatures. Proposal to change Mediation to Arbitration, and defining Arbitration. When an issues arises between 2 or more chronicles/TM's/officers, any involved may call for Arbitration on the issue. During this process both sides will state their issues and opinions and attempt to come to a compromise or agreement on the issue. If both sides are unable to do so within a 2 week time period beginning with the initial request, then the Arbitrator will take into account both sides and make a decision which may not contradict existing TGN Bylaws or policies. If both sides agree to the arbiters decision, it shall be considered binding, requiring both parties, and the Arbiter to submit the decision and the agreements to the Exo who will post the results to the Board list. If either side violates the agreement they shall immediately be proposed for a Strike by the Exo.
