Bylaw Revision Prop: BYLAW 9: Rare Creatures Exceptionally rare PC's, such as Mummies, Abominations, non-Garou Changing Breeds (Nuwisha, Bastet, Corax, etc.), characters with abnormal supernatural powers (such as Numina, Disciplines or things from non-Garou sources) and any Garou not belonging to one of the 12 Tribes of the west, must be announced on the Storyteller listserve for discussion two weeks prior to their first appearance in any chronicle. This announcement requires a complete character sheet and must include a statement of opinion on the character and creature-type received from the R&U TM. If at the end of the discussion there are no objections, it is free to enter play at the home chronicle's discretion. If there are any objections, the character will be placed up for a vote of approval. NPC's that are Unique, that are rare in the context of the chronicle in which they appear, or are generally accepted as unusual by the ST's of the org as a whole, must also follow this procedure. In addition, the three Lost Tribes are considered extinct. There are no living Bunyip, Croatan, or White Howlers. No more than 10 percent of a chronicle's average attendance for the previous two months' games should be rare creatures. Proposal to change Mediation to Arbitration, and defining Arbitration. When an issues arises between 2 or more chronicles/TM's/officers, any involved may call for Arbitration on the issue. During this process both sides will state their issues and opinions and attempt to come to a compromise or agreement on the issue. If both sides are unable to do so within a 2 week time period beginning with the initial request, then the Arbitrator will take into account both sides and make a decision which may not contradict existing TGN Bylaws or policies. If both sides agree to the arbiters decision, it shall be considered binding, requiring both parties, and the Arbiter to submit the decision and the agreements to the Exo who will post the results to the Board list. If either side violates the agreement they shall immediately be proposed for a Strike by the Exo.
